entry: waiting for slot

if i have multiple pairs in PTL trader with a status of "entry: wait for slot" how does PTL trader decide which pair to enter orders for when a slot becomes available?

when any slot is released, the first pair indicating a buy/sell signal will claim it. So first in, first out...
